Identifier-matching and Pseudonym Management Service

What is it?

Co-created with INCERT, the LNDS Identifier-matching and Pseudonym Management Service (IPMS) is designed to pseudonymise sensitive personal data in an on-demand, project-specific manner, enabling privacy-preserving and record-linkable data sharing in Luxembourg.

According to the General Data Protection Regulation (GDPR), pseudonymisation is defined as:

The processing of personal data in such a manner that the data can no longer be attributed to a specific data subject without the use of additional information, provided that such additional information is kept separately and is subject to technical and organisational measures to ensure that the personal data are not attributed to an identified or identifiable natural person.

Who is it for?

Are you a legitimate data holder? Do your projects involve sharing personal data linked to personal identifiers that cannot be disclosed? Do you aim to share this data for legitimate purposes such as research, innovation, policymaking, or other processing activities but need to generate pseudonyms to replace personal identifiers? If so, you have come to the right place. The LNDS IPMS supports you in this essential step. Whether you are representing a single organisation or aiming to collaborate with multiple parties on a specific project, our service is available on a flexible, on-demand basis.

How it works?

To use the LNDS IPMS, navigate to our Pseudonymisation Portal (the front desk for this service). You must first request access by clicking the 'Request Access' button on the Portal and filling out the service request form. Once your request is reviewed and approved by the platform administrators, an account will be created for you. With your account, you can log in, create projects, configure pseudonymisation parameters (including project retention period and pseudonym reversibility policy), and obtain an authentication token specific to your project. Then, along with your authentication token, you send Personally Identifiable Information (PII) or concatenated PIIs to the service backend operated by INCERT to generate your pseudonyms.
